iMessage don't work with only one contact

so iMessage works fine with everyone that uses it except for one of my contacts however she says its working for her as she says she sees the (blue) bubble but when i text her its a straight up (green) Bubble i turned off iCloud in messages reset the network settings and even restored my phone brand new and still nothing... i called apple support and she said her supervisor had this same issue but it resolved itself so i'm not sure what it could be maybe it needs to be in a software update fix or there something i'm not seeing off my end or she's not seeing anything off her end... anyone else have this issue maybe got it resolved hopefully i would be much appreciated.
