I am trying to send a video to a friend. I've got a strong wifi connection and the video is a fairly short standard def clip. I can send and receive text iMessages from this person but when I try to send the video the status bar just hangs at the very end. Not sure what to do. I've restarted the app and tried sending the video again but no luck.

Videos are big and take a lot of space and upload speeds on wifi might not be that great.
Just leave it alone and it will eventually send on its own.
There's a huge difference with a text imessage that will go out in less than a second and a video imessage.

Try a reboot and see if it sends over carrier data any faster by shutting off wifi.

I wonder how slow that hotel wife's upload speed is.
Do a speedtest and see how the data speed is like.

The difference is Netflix is downloading to your phone and you're trying to upload. So you'd need to run a speed test to see if upload speeds are lagging or not.
