iMessage - images not downloaded properly from iCloud to iPhone

In my iPhone 6, I had a thread of conversation with my mom that I would like to keep it as my memory as she has passed away. I backed up iMessage history via iTunes and also uploaded to iCloud.

I sold the iPhone 6 and bought iPhone Xs. I set up everything properly, iMessages downloaded from iCloud to Xs, the chat history is good, but many images randomly failed to download.

I am thinking to restore from iTunes, but it would be restored as a new phone and all my data and apps on Xs would be gone.

Anyone has suggestion?

I had same issue for years since the release of message in the cloud and i dont know of any solution. Tried logging in and out of icloud, tried only connected in wifi and charger tried enabling all background refreshes and still no good. The images are not beinh downloaded at all. Just a blank bubble. I disabled mine and have everything in itunes backup instead. I raised it with apple via support chat. Still nothing
