But you can have iMessage linked to your iCloud email address (which you don't have to use for email) and use that to receive iMessages and FaceTime calls. This is what people with a wifi-only iPad (and no iPhone) do now.
So, people would iMessage and FaceTime you at your_name@icloud.com for example. Of course, they couldn't ring you or sms you with that.
