When using iMessage does it keep a log of the text IDs, dates and times like a regular text on your phone bill? If so, where and who has access to that information?

no, iMessage uses data so it will only show on your bill as your normal data usage, no-one (apart from apple who runs the service) will know how many and at what time the messages are sent.
yes but facetime you can only use over wifi so that wouldn't count towards your mobile data usage (also the same is true for iMessage if you are using wifi it wouldn't use mobile data either)
