iMessage on OSX Mavericks not syncing with phone

Does anyone know how to properly set up iMessage so that it syncs the desktop with one's phone 100% of the time? Since I upgraded to Mavericks, I'm noticing that I'm sometimes getting notification ONLY on my phone and other times, both on my phone and desktop.

i also no longer get message notifications on my mac unless the messages app is actually open. before, i would get them even if the app wasn't open and a red dot would show up on the icon in the dock.

nope, i assume it will be fixed with eventual OS updates. iCloud syncing issues seem to always be touch and go for new OS releases.
