iMessage - previously received photos/videos are undownloaded on iOS, appear in macOS

I've noticed that photos and videos older than ~1 week that I receive in an iMessage conversation are undownloaded on my iOS/iPhone. I can scroll through the conversation and and re-download them, however they will not appear in the photo section for that person. On my Mac, I don't have this issue and the iMessage media I receive are all there. This is a bit annoying and I'm wondering if anyone has experienced this similar issue and/or has a potential fix for this?

I am currently using iOS 14 and this has happened since at least iOS 12.

are you using Message in the cloud? i think it's a know bug. thus, i disabled mine. I even reported it to apple.
