iMessage sends picture but recipient doesn't get it

When I send a picture in imessage, it says delivered, but it never actually gets to the person. Is there a reason for this? I can always send as a text message but I was wondering why it does this

And I just checked, I can't send it as a text either, this is what comes up if I send as a text, can someone help me please!!
