hi all, does anyone know if using the iphone imessage (to other iphones) on the verizon messages store app count against text allowance?

I don't quite understand your question.

iMessages are sent through Apple servers (blue background within the Messages app) and do not count against text allowance

Messages that are sent through the Messages app (green background) or using Verizon Messages app will count against your text allowance.

If you use the VZW message app you can message other non iPhone users via data only. You would have to put your phone in airplane mode and connect to wifi though as you get a message in your regular messages and in the app. That's the only way I can think of where standard messages won't count against your allowance. iPhone to iPhone uses iMessage which are blue colored and are sent via data so it doesn't count against your allowance.
