iMessage won't let my friend sign in

my friend brought her ipad here in the UK and now has gone back to america for the summer and now her imessage won't work, she signed out and now it won't even let her sign back in, does anyone no why or how to fix this?

she has a verified imessage account

Could be iCloud problems, all sorts of power & internet chaos in the US Midwest right now.
Else have her restore her iPad fresh or DFU. Her apps will be available for redownload from her iTunes account.
