Looks like iMessage device management is a bit of an issue for Apple:

In my case I used my SIM to activate a friends 4S that he's using without a data/cell plan for now.
Turns out he's getting some of my iMessages ALSO delivered to his phone (via wifi)
Immediate solution was for him to disable iMessage, but this could definitely be a trickier issue if your iPhone was stolen.
