Got the new iPhone and set-up as new. iMessages in the cloud takes up ~30GB, and that matched the space that it took up locally on my old iPhone. With my new iPhone, even after it has finished syncing iMessages etc, I only end up with ~3GB on my phone, so while I have all my messages, I have very few of the shared pictures/videos.

I’ve tried logging out of iCloud, turning off iMessage in iCloud, etc. but nothing seems to work.

Any thoughts?
 
Well ....
1. pictures/videos don't automatically download to the iPhone's local storage. it's like a screenshot placeholder, you'll see a download icon in messages for those pics/videos before you migrated to the new iPhone.

2. Did you save pics/videos with sync to iCloud enabled on the old phone. ?

What I mean to say is, I can even access them. For example, if I go into a message thread and look at that thread’s media, only a few photos are present. When I look at them on my iPad for example, I can see plenty!

Oh so the media is sync'd in iCloud ... it may take a while then to appropriate into the new iPhone. Jump into the contact of that message and see if 'Show in Shared with you" is on within the iPhone. In that same area at the bottom see if media is listed and visible there by tapping on one to see if it actually opens.
 
Not really of much help but iCloud Messages has never worked for me properly since it was introduced. I have a 1 GB video on my MacBook Pro, which refuses to be deleted while the same video is not even available (good!) on my iPad or iPhone. My iPhone also shows iMessage attachments that are not on my iPad and vice versa. The "used space" also never matches. It is a mess.

Been reporting it since iOS 13 (?) and in the iOS 16 beta feedback app it finally showed "reported more than (10). Potential fix identified in iOS16) but it never came ..

Now that I've done the same, transferred to a new iPhone.
1. had to have my 12 mini close by my 14 Pro, and after 3rd attempt in Settings> iCloud> iMessage would finally not just turn on but STAY ON.

2. placing my SIM in the 14 Pro that seemed to solidify downloading iMessages to get them up to date in the 14 Pro when the 12 mini backed up early morning but had messages on the 12 mini since then.

Now it's just downloading music playlists etc.
