iMessages in the Cloud and Backups

I am getting my new Max tomorrow and I have two iPads and two Macs. I want to setup the Max without restoring from a backup.

1. Will Messages synch over to it from iMessages in the Cloud? I am not currently using it as far as I know, and I'm not even sure if it supported on Mac OS yet? What happens to devices that do not yet support iMessages in the cloud?

2. Where do I delete my old iPhone 7 iCloud backups to free up space?
