I've noticed that when I put a photo into imovie 08 it seems to sustain the quality unlike imovie 06 (unless im doing something wrong w/ 06).

I would prefer to use imovie 06 if it is at all possible to obtain fairly good image quality. I understand that photos get compressed when putting them into this program but why than am I seeing better resolution with imovie 08?
Does it all end up being the same when burned to a dvd?

I don't have '08, so i cannot say for sure, but it is very unlikely you'll get a better picture resolution or quality if you are going to put your project onto a DVD in the end. 480p is the best you can get either way. (Maybe you have '08 set to be high definition right now, even though iDVD will eventually reduce your resolution.) However, it should be very easy to try two short test projects with both programs to check out the end results. Besides, it will be a more reliable answer to your question than a post from some random person. :)
