I haven't touched iMovie since version 6 (so this may have changed), but at least in that version, you would go to to View menu, choose "Show Clip Volume Levels" and a horizontal line would appear on your audio track(s).
Now, click anywhere on the horizontal line and a "adjustment point" will be created (also known as a "keyframe" in professional NLEs). You can drag this point up and down to achieve the desired level. If you want to fade the audio back up, you'll want to create another "adjustment point" further down the track. You can also move the adjustment points around by dragging them to fine tune your fades.
