iMovie 09 - picture in picture not working?

I've upgraded to imovie 09, and I'm working on a project right now. I'm trying to do the picture in picture thing (I've watched the official tutorial and several unofficial tutorials) but it doesn't seem to work on my project - when I try to drag a movie or a clip over another one, it lets me put it before or after the selected clip, but not on top of it - what is wrong with this thing! It's driving me insane!

(I have definitely turned on the advanced features in preferences!)

It works the way you are describing in my version of iMovie 09; however, I have had problems doing anything slightly more "advanced." For example, here is the thread to the problem I am having. I think this is why people upgrade to Final Cut software.
