iMovie, iDVD only half utilizes CPUs

Hi,

I have a question... I have a Mac Pro w/ 2 Dual Core Intel Xeon 2.66Ghz CPUs (4 cores total) and 8GB of 667mhz DDR2 Ram

When I am encoding video with iMovie or rendering a DVD with iDVD and I have activity monitor open i see that each of the 4 cores is only at around 50% utilization, which doesnt make sense. Why wouldnt it use as much as it could?
