I have a question about iMovie.

Let’s say I download a 15 minute mp4 file to my default downloads folder. I want to use this file to use a clip in an iMovie project.

In iMovie, I import this original 15 minute file. Does the original file get completely copied to a new folder on my harddrive, so now I’ve got this one file actually taking up double the necessary space??

Yes, it does. Any imported footage ends up in the iMovie Library file which is in your Movies Folder. This is done so that if you import from an external device; eg, camcorder, you don't have to have that connected to use that footage later.
