my iMovie 09' doesnt seem to have the effects page or any more different title effects, i have just looked at one of the apple's own tut's and it shows them having it but i dont im confused .. help please

where are you looking for effects .. do you have a new project open to work on ? think you just need to click on the Text or Transistion icon far right of work box as it must be minimised ??

It shows 4 icons on the far right (under video preview).. text effects, transitions, music and photos.

Have you got some clips in the timeline?. I updated mine as soon as I installed it and had no props so try updating any software available. Did you take off the imovie 08 before installing?
