Implications around creating an App on a TV character?

Are there any particular problems with creating an app on a TV character? Such as quotes, a soundboard and maybe some photos and stuff? I searched the character on the App Store and there are only two apps so it's either a niche, or frowned upon! Any help?

You would need to license any copyright material. This would normally include (but not be limited to) the characters likeness, audio and images. This licensing could be on any terms the copyright owner wants: any cost at all or even no license at all.

Edit: How do so many apps, an website get away with it? The Rebecca Black app for one, and there are loads of unofficial fan sites, etc? If it was an unofficial fan app would that be allowed?
