If I pop all of my iTunes music into the data tab option of Toast 7 Titanium, then do a full OSX install. Can I then import all of the music back onto my Mac!? without any loss in quaility!?

As you're not changing the type of files (and as its a data dump rather than producing an DVD-A) then yes you can.
I've backed up my entire iTunes library in this way - something I do once a year, and has proved handy when re-installing if I didn't have an external HDD handy.
