Hi guys, I have the same issue as jmoritz in this older Thread. However, so far I couldn't resolve it, the given solution does not work for me.

I want migrate photos from a PC to a Mac. 3000 out of 15000 gets imported in Photos, but the rest gets the described error message. What I tried so far:
- checked permissions on the external drive that I use for transfer: I have permission to eread and write
- copied the files in a different user profile on the Mac to the public dropbox folder of my user
- tried to open files that have been reported with an error > this works well, e.g. with the Preview app

The only observation I have is that if I want to copy the files in my user profile to the local hdd, it is extremely slow, so that I need to stop that process. So the system seems to have some kind of issue to read the files from the external drive properly.

Any ideas what I can try next?

I'll offer a suggestion.

You will need an external USB drive that can hold the photos.
It could be a hard drive, USB flashdrive -- any kind of USB drive.

What I would try:

Before going further, I know the following works with Mac-formatted drives.
But if you're copying from a PC, you can't use Mac format (HFS+).
See if this works anyway.
If it doesn't, I'll offer more suggestions.

1. Take your external drive and connect to the PC
2. Copy the photos you wish to import to the drive
3. Take the drive and connect it to the Mac
4. Let the drive icon mount on the desktop, but DON'T open it
5. Click ONE TIME on the drive icon to select it
6. Bring up the "get info" box -- try "command-i" (that's "eye", not "ell")
7. At the bottom of get info, click the lock and enter your [Mac] password
8. Put a check into "ignore ownership on this volume" (sharing & permissions)
9. Close get info.

NOW try importing the photos to the Mac.
Or even just copying the folders the photos are in from the flashdrive to the Mac, and THEN importing them.

Does this change anything?

I wouldn't try to import them ALL at once.
A "little at a time" may work better.
