This is really strange. I have external HDDs (Sandisk SSD) and I can't empty bin. Just want to erase things I don't need. And always getting messages that "item in use", "privileges" etc. Nothing is in use, all normal files and folders. I tried even with terminal sudo rm -rf ~/.Trash First - although I wrote correct password, it wrote incorrect, second attempt it wrote "operation not permitted"

What is going on ?? Such a basic essential thing like erasing with I want and emptying trash. Even Windows 95 could do it easily :((((

Nothing is "in use".This is absurd nonsense. And it is not a question of one particular disc but any of them.

have you rebooted? what format are the external drives? (hopefully APFS). and unlocking or changing permissions on the files/folders doesn't help?
 
Rebooted, one drive even reformated. ExFAT. The folder/files are not locked and not in use
