Maybe I'm going crazy but it appears to be impossible to set a static IP address in Ventura.

The option's there in the new Settings app. It's just that whatever you set is entirely ignored. It's like there should be an Apply button to click, but it's not included.

If there's DHCP then that's used instead. If there's no DHCP then macOS defaults to a 169.*.*.* linklocal address.

Furthermore, when you try to set a static IP address it says the network is inactive, while the Settings app that spawned the dialog box contradicts this and says it's actually connected. See the red arrows below.

What's going on?

Isn't the OK button the same as "apply"? I am running with a static IP address on one Ventura machine and it works fine.

This uncertainty is yet another example of little things that are wrong in System Settings. In this case, I agree "OK" does mean "Apply".

When I set a static IP, I never see that contradiction and everything works. Also, I never see "inactive" (as at your left hand arrow) - it is either off, on or connected.

Just wondering:
Maybe the top arrow is indicating whether the wifi is connected to an access point (OSI layer 2) and the lower (left hand) arrow whether it is successfully talking TCP/IP to something else (OSI layer 3). So in your case it would indicate that you have wifi to your access point, but it is not talking to any other devices (so TCP/IP is inactive).

Given that it apparently works for everybody else, I think this is hangover from older macOS when I had a couple of network locations set for when I'm out of the house.

This feature has not so much been removed from Ventura. It's still there. It's just not accessible through the dumbed-down Settings app. I suspect if I delete these network locations at the command line, or maybe just delete the network adapter and create a new one in Settings, it might fix the issue. But I can't be arsed doing that right now. I'll play around with it when I get some free time.

Did you ever get a chance to find a working solution? Both my ethernet & Wi-Fi panels are blank, so no changes can be made via gui. I can make changes from cmdline using 'networksetup'. I don't even recall if I ever setup locations, I am on a desktop so probably didn't. Also using static IP.
