While testing in-App Purchase, I am getting the following alert without any callback being called , no matter what the type of product do I mention in the Code.
“You’ve already purchased this In App Purchase but it hasn’t been downloaded”.

Do anyone had faced this kind of issue.. if so please reply any suggestions..

If the product is defined as a non-consumable in iTunes Connect I think you'll get this every time after your first purchase. What is your product type in iTunes Connect?
