I can't make in app purchases on my iPhone 4. I tried to buy the Premium version of Cartoonatic for $1.99 and it couldn't be transmitted. 
Alright, i later tried to buy a track back in Tap Tap 4 for .99 and that couldn't be make either. I have a credit card attached to my iTunes account as well as $11 or so from an iTunes gift card i got yesterday. Do i have in app purchases disable in my settings or something? If i do, i don't know where its at. Please help.
