So on my Mojave Mac I have icloud and all my photos/videos are stored. Is there anyway I can issue one command and download all the photos from the cloud account?

I need to backup these photos and also move to another apple id. Thanks!
 
Well, not command, but GUI choices:
If you choose in Photos.app Preferences (not System Preferences, but Photos.app Preferences, those are separate screen) iCloud : iCloudPhotos, "Download Originals to this Mac", your Photos originals (with high resolution) will (eventually) download to your Mac and you can then do what you need with them. You may need to wait for some time - if the library is large, it will take time.
