For the past 3 days or so, in the Photos app, my iPhone (4S) has been showing Downloading 213 of 275 with the "working on it" circle running next to it. The only thing I can think of is I had pictures of my phone, then backed everything up before I jailbroke. Then I took more pictures (of my newborn son) and had to restore my phone a day or two later. Before I had to restore it my phone ran a backup over night so the pictures should be saved somewhere, right? How can I get these pics of my son back!?

Sorry if something similar is already posted, I couldn't find it.
 
Do you have Photostream backup activated on your iPhone? Not sure how jailbreaking would impact this, but on the standard OS, all your photos would be stored in iCloud and downloaded when you do an iCloud sync.

Settings > iCloud > (see if Photostream is activated, then) > Storage & backup > iCloud backup on. If all this is OK, you should have your photos restored automatically from iCloud.
