I am wondering what app to use to store and post photos so that both Mac and Microsoft users can both look at the image and see comments/metadata I have attached to them. For instance, comments I have made defining who someone is in the family line (genealogy), or the occasion that I took a photo (mother's 103rd birthday), or where my wife and I are standing in front of some geological feature. I just now discovered that sending a Windows user an annotated photo straight off my Photos app didn't accomplish the transfer of any metadata. Now to my question here, which forum do I use to address this topic? Apps, Digital Photos, or what? Thank you.

I'd suggest the Digital Photography forum. Photography and image management apps, hardware like monitors, techniques, cameras and equipment are all discussed there.
