Inactive iPhone iMessage

So I’ve never figured this out. For an old iPhone once I deactivate the SIM and move to a new iPhone, I get stuck with this spinning icon on the active number and iMessage goes dead. Is there a way to fix this? I’ve tried restoring as new without a sim but it does the same thing. Any suggestions?
