iPhone incoming calls frequently make touch screen freeze

i'd wager about 50% of incoming calls cause my iphone 7 touch screen to freeze making it impossible to answer the calls. thankful most calls are spam anyway, but that doesn't really excuse the behaviour. it seems to be specifically incoming calls that trigger the freeze-up so i'm assuming its not a hardware issue with the screen. is anyone else having this problem? on ios 13.1.
