This Watch-face is incorrect and inconsistent. 4 as a Roman numeral is not IIII, but IV

This is simply copying the way mechanical watches have done roman numerals on watch faces for years. I believe I read that "IIII" is used traditionally rather than "IV" because it looks better mirrored from the "VIII" across the watch face, particularly for wrist watches; pocket watches were sometimes big enough that "IV" was used.

Agreed – it's at least a traditional style choice. I grew up with a wall clock resembling this.
