incorrect 24 hour display

I have been getting the wrong 24 hour time format.

Iphone show 0:01 when it should read 00:01

Iphone support has even tried to fix it with a reinstall of O.S. and no luck.

Did you switch on the 24 hour control? It's in the SETTINGS>GENERAL>DATE&TIME. Should show 00:00, depending on your selected time zone.
