increase menu font size like in Finder , Catalina

I am running Catalina on the mac mini Late 2014 2,6 GHz dual i5, 16GB memory.
with a 4K Philips 328E1.

For some reason the default scaling option under "Display" is not available.
In most cases i can increase the size quit easy but the font in menu's like in Finder don't seem to work. Is there a work around?
