I run Sierra on a late 2009 Mac Mini with two Acer 17" V173 screens running at what I think is a native 60 Hz refresh rate. I'm having problems with dry eyes and read a suggestion to increase screen refresh rates to between 70 and 80 Hz. I can push the displays to 75 Hz and that might help my eyes but will that cause any damage to video cards or the screen itself? Your advice please.

The Acer 17" V173 is capable of 75Hz refresh from what I have seen and I wouldn't have any qualms about letting a 2009 model drive the screens to that rate. That's some pretty old hardware there - I wouldn't be overly surprised if you had (unrelated problems).

I would suggest less screen time to help with the dry eyes thing - don't work long hours on screens.
