Inexplicably blocking a specific caller

Since upgrading to IOS 17 on two phones ( SE and 12 ) both phones are blocking a specific number not in blocked caller list. Silence Unknown Callers => OFF : Do Not Disturb => OFF : Mute => OFF

All other calls come through fine. It's like the iPhone registers as a number in blocked caller list, but caller ID shows correct number.

Any advice?
