The way it actually works out, the iPad is about 25% faster but has about 25% more pixels to draw. In other words the difference in graphics power between the two is pretty much zero for games. Screensize: yes, bigger is better for gaming, smaller is better to carry round. The phone is always in your pocket, the iPad is usually left at home.

Not to mention the ImgTec SGX543MP2 in the iPad 2 is clocked higher than the one used in the iPhone 4S.
