iPad Initiate phone calls on iPad

So I've been successful in answering calls on my iPad but when I try to make a call it just hangs at the call screen until a box says it can't happen. Anybody successful?
 
Works for me on my iPad 3 and Mac mini.

What is the exact message in the "box?"
