Input Sources Login - Won't save

Hey,

I'm using a German keyboard, which has a different layout then the American keyboard, for example y and z are switched..

Anyways, on the login screen it always shows the US in the top right corner as the input source, I always delete it and add the German layout but upon rebooting it is back the US. Can any body help it so it saves correctly?
