I just moved to a new place and had my computer sent over so I could work on it. However I can't use it, because I need to do some program upgrading. Now I can't do that either because it doesn't let me install anything. The installation window opens but nothing appears, no text, no options. Can anyone help me solve this problem, where do I start?

This is 1.25 GHz PowerPC G4, and running Mac OSX 10.3.3.
Regarding the installation window, that's the grey window which appears when you want to install any program. When I want to install the new upgrade for mac OSX 10.3.9 or Indesign CS2, that window stays empty and the cursor circle is roling, but nothing happens and I can't install anything. Please help.

Okay, start with the basics, then. It sounds like there might be something wrong either at the level of logical structure, physical structure, or files, on your hard drive.

So:

1) repair permissions (for the files)
2) boot off an install disk or do the single user mode (see the guides here on MR) and repair the disk (either using disk utility or fsck -fy).
