insert a valid SIM with no PIN lock to activate iPhone

Just got my 4S from apple uk. interest my 02 sim from my old iPhone 4 and this message came up:
insert a valid SIM with no PIN lock to activate iPhone.
why the phone is unlocked?

You need to de activate the sim lock on your sim card first.

do i do this on the old iPhone?
ok i have just gone to SIM Pin on the old iPhone and it says there is no sim pin :/
