install High Sierra on a newer Mac

No, an iMac from 2019 was probably pre-installed with Mojave 10.14.4. You can not install a version of macOS earlier than what was pre-installed on the iMac.

It might be possible, you'll need an installation disk/server to boot from.

I haven't tried with a new Mac, though.

That's quite a bit of an OS jump. I have managed to go backwards from Mojave to High Sierra, you just need to completely format the hard drive and install from a bootable version of High Sierra
