Seems like 7.0.6 would be better in comparison (not that either one can be placed one device at this point).

No. There are zero reasons why anyone would want to be on 7.0.4 or install 7.0.4.

For jailbreaking, 7.0.6 was the preferred firmware version. 7.0.4 has nasty security flaws related to SSL. The crappy SSL fix/hack on Cydia isn't a substitute for an actual, updated device.

7.0.6 has its own flaws, but it is still way better than 7.0.4.
