Is it possible to install Mojave on a partition of my Time Capsule and boot my MacBook Pro (running Catalina) from it? I'd like to do this so I can keep running 32-bit apps now and then. I successfully created a USB-drive install disk from the Mojave installer, but the Time Capsule doesn't seem to mount when I start up from it.

Another issue I'm having is that I don't see a way to specify to Time Machine which partition to use for backing up.

You would do better to:

a. Buy a small SSD (you can get a 128gb SSD for $20 these days)
b. Put it into a USB3 enclosure (about $10)
c. Put Mojave and needed apps onto it.
d. Use THAT as your "alternate boot drive)".

But wait a minute...
You didn't tell us WHICH MacBook Pro you have.
If it's one of the new 16" MBPs -- that won't boot Mojave AT ALL (no matter where it is).

You will need to download a copy of the Mojave installer, then create a bootable flash drive.
You'll need a USB flash drive at least 16gb in size.
DiskMaker X is a free utility that can create the flash drive with a few clicks of the mouse.

Running Mojave (or any OS) from a Time Capsule would be RIDICULOUSLY slow. And I don’t even know if the EFI boot manager would find it as a bootable device of you actually did get it installed.

I thought I read something online recommending this setup but I'm now realizing this is not a great idea (if even possible). My MacBook is a 13" so I should be able to boot with Mojave right?

What about a thumb drive? Do they make them fast enough to comfortably use as a system disk?

Even so-called "fast" USB3 flash drives probably won't work well as a "boot drive" for normal usage.

Again -- if you want that "second boot source", see post #2 above.

Haha OK... sorry for my ignorance. I'm looking at an SSD with 500MB/s read and 300MB/s write speeds. Will that cut it?

That is what you want to use.
