I accidentally downgraded from the 2nd macOS High Sierra 10.13.1 Beta to macOS High Sierra Version 10.13 Beta (17A360a) and now it won't let me update or install any versions.

Installing High Sierra from App Store tells me this
"In order to upgrade to a newer version of macOS High Sierra on this disk, please see the instructions here"

This didn't fix it and I don't really know what it means.

Is there any other way to fix this problem. Please help

You need to follow those instructions. Basically, your Fusion drive is formatted as APFS which is not supported in the release version of 10.13 or 10.13.1 betas, so you need to back up your disk, reformat it, then reinstall the operating system and restore your data from the backup.
