installing a new hard drive - help please

hi all,
i just installed a new hard drive in a powerbook G4.
When i try to start it up, with disc 1 of the install discs inside, holding down C, it just shows the Finder symbol, and flashes a question mark on it?
Anyone know what could be wrong?

The PowerBook is not booting from the install cd. Are they the discs that came with the PowerBook originally? If they are, turn on the PowerBook, insert the cd then restart holding down the option key.
