I need to use some software for which I really need to stay on Mojave - but I need a new laptop. I can only find late 2019 in the 16", and I know those will ship with Catalina. Do you know if I wipe the system and install from a Mojave bootdisk, that the i9 processor and GPU will work?

You might be out of luck...

"Similarly, it's possible that you will find you can't install an old version of Mac OS X on a new Mac, this is because the drivers for the hardware in your new Mac simply don’t exist in the old software, so it can't run. Simply speaking, Macs cannot boot into an OS X version older than the one they shipped with when new, even if it’s installed in a virtual machine. If you want to run older versions of OS X on your Mac, you need to get an older Mac that can run them."
 
The oldest macOS Apple supports on the 2019 16" MBP is 10.15.1 (Catalina), not Mojave. You can not install Mojave because of lack drivers for the 16" MBP hardware.

Thank you - this is really unfortunate and I cannot find anything shipping with Mojave anymore
