Installing new HD on macbook 13

I installed new hd installed os disk and restarted holding down the c key , the disk runs then kicks out, and I get blinking folder with question mark. Could this new hd be bad or is there some else you need to do when installing new hard drive.

the blinking folder means there is nothing to boot from on the hard drive

try installing an operating system from disc or run a back up if you have one

I got hd formatted and installed lepard, but when I go to register it it freezes
