I want to install previously paid for apps on my new iP4. I know that you don't have to pay for the apps again duh, but now that I have a new device I want to confirm. The app store uses your iTunes account name and not the device SN right?

Correct. It's all recorded in respect to your Apple ID, so if you use the same ID that you did when you bought the app then you can get it back at no charge.

Yup...quite handy actually because I THOUGHT I backed up but somehow all my apps didn't come through. I know I backed up my iPod Touch because it died from water damage soon after and I remember I was glad I backed up. Anyway I had to manually download them just now to my new iP4.

p.s. Some apps on the apps store have a + sign next to the name. What's that for?

EDIT:

Calling apps "HD" is up to the developer. The Plus symbol means the app is Universal- the app will run on iPad or iPhone/iPod Touch. Usually when a developer calls their app "HD" it will only run on iPad and the iPhone/iPod Touch version is an entirely different app.
