Insufficient Store Credit for Lion?

I was going to upgrade to Lion this morning, but apparently, $30.41 isn't enough for a $29.99 upgrade. What gives? Is there a bug in the App Store currently?

I had the same problem, I put in my Debit card and it worked.

I really hope they didn't charge it though.
